In the climax to The Protestant Ethic, Max Weber writes of the stahlhartes Gehäuse that modern capitalism has created, a concept that Talcott Parsons famously rendered as the "iron cage." This article examines the status of Parsons's canonical translation; the putative sources of its imagery ; and the more complex idea that Weber himself sought to evoke with the "shell as hard as steel": a reconstitution of the human subject under bureaucratic capitalism in which "steel" becomes emblematic of modernity. Steel, (...) unlike the "element" iron, is a product of human fabrication. It is both hard and potentially flexible. Further, whereas a cage confines human agents, but leaves their powers otherwise intact, a "shell" suggests that modern capitalism has created a new kind of being. After examining objections to this interpretation, I argue that whatever the problems with Parsons's "iron cage" as a rendition of Weber's own metaphor, it has become a "traveling idea," a fertile coinage, in its own right, an intriguing example of how the translator's imagination can impose itself influentially on the text and its readers. On 1 October of the same year, the People’s Republic of China was founded under the leadership of Mao Zedong. This article documents Arendt’s claim in 1949 that the prospects of totalitarianism in China were ‘frighteningly good’, and yet her ambivalent judgment, on the eve of the Cultural Revolution, about the totalitarian character of the Maoist regime. Despite being the premier theorist of totalitarian formations, Arendt’s (...) interest in China was half-hearted and her analysis often wildly inaccurate. The concern of this paper, however, is less with the veracity of her remarks, than with a counterfactual question. If Arendt had known what we know now, would she have considered Maoist China to be a totalitarian regime? Put another way: to what extent is our modern picture of Mao’s regime consistent with Arendt’s depiction of the Soviet Union under Stalin or Germany under Hitler? While Arendt got many of her facts wrong, her theory of totalitarianism — as shapeless, febrile, voracious of human flesh, and endlessly turbulent — was in good measure applicable to Mao’s regime, even though she failed to recognize it. During the late 1940s and early 1950s, David Riesman and Hannah Arendt were engaged in an animated discussion about the meaning and character of totalitarianism. Their disagreement reflected, in part, different experiences and dissonant intellectual backgrounds. Arendt abhorred the social sciences, finding them pretentious and obfuscating. Riesman, in contrast, abandoned a career in law to take up the sociological vocation, which he combined with his own heterodox brand of humanistic psychology. This article delineates the stakes of the Arendt Riesman debate (...) by examining Arendt’s critique of social science and Riesman’s defence of a sociological interpretation of totalitarianism. In addition, the article argues that Arendt’s theory of totalitarianism misdescribed the nature of Nazi and Bolshevik societies in ways that damaged her political account more generally. Riesman intuited that weakness and, as the following article shows, modern historical research has confirmed it. (shrink)

In 1952, Waldemar Gurian, founding editor of The Review of Politics, commissioned Eric Voegelin, then a professor of political science at Louisiana State University, to review Hannah Arendt’s recently published The Origins of Totalitarianism . She was given the right to reply; Voegelin would furnish a concluding note. Preceding this dialogue, Voegelin wrote a letter to Arendt anticipating aspects of his review; she responded in kind. Arendt’s letter to Voegelin on totalitarianism, written in German, has never appeared in print before. (...) She wrote two drafts of it, the first and longest being the more interesting. It contained an early reference to her thinking about the relationship among plurality, politics, and philosophy. It also invoked her notion of the compelling “logic” of totalitarian ideology. But this was not the letter Voegelin received. Because of this, he misunderstood significant parts of her argument. Below, the two versions of Arendt’s letter are translated. They are prefaced by a translation of Voegelin’s initial message to Arendt. An introduction compares Arendt’s letters, offers context, and provides a snapshot of Arendt’s and Voegelin’s perceptions of each other. Their views of political religion and human nature are also highlighted. ABSTRACT This paper considers the four ways that the concept of ‘irrationality’ has been employed by members of the European peace movement in their evaluation of current bloc tensions. Against Bernard Williams who has recently taken issue with the peace movement's alleged tendency to dismiss political realities, the present author argues that the use of the language of irrationality reveals just the opposite orientation. Finally, it is argued that although the language of irrationality constitutes a powerful descriptive and normative instrument, (...) as an explanation of the Cold War it is a nonstarter. (shrink)

Raymond Aron (1905–1983) assumed many guises over a long and fruitful career: journalist, polemicist, philosopher of history, counselor to political leaders and officials, theorist of nuclear deterrence and international relations. He was also France’s most notable sociologist. While Aron had especially close ties with Britain, a result of his days in active exile there during the Second World War, he was widely appreciated in the United States too. His book Main Currents in Sociological Thought was hailed a masterpiece; more generally, (...) Aron’s books were extensively reviewed in the American Journal of Sociology, the American Sociological Review (in earlier days, it hosted a review section), Contemporary Sociology, and Social Forces. And he was admired and cited by sociologists of the stature of Daniel Bell, Edward Shils, and David Riesman. Yet despite appearing well poised to become a major force in international sociology, analogous to his younger collaborator, Pierre Bourdieu, Aron has almost vanished from the sociological landscape. This article explains why, offering in the process some observations on the conditions—conceptual and motivational—of reputational longevity in sociological theory and showing how Aron failed to meet them. Special attention is devoted to a confusing equivocation in Aron’s description of sociology and to the cultural basis of his ambivalence toward the discipline. (shrink)

In foreign policy-making there exists a tension between what the executive is prepared to do and what parliament or public interest groups would want it to do. A recent study of domestic pressure on foreignpolicy-making in the Netherlands has shown that there exists a close connection between the success of public interest groups in changing foreign policy behavior and their ability to mobilize parliamentary support for their efforts. That study, entitled Controversies at Home, was based on the results of 16 (...) case-studies of recent controversial foreign policy decisions.Foreign ministries aften use the need for secrecy, coherence and consistency as arguments to resist change. The role of the national parliament in foreign policy-making deserves to be strengthened. In this respect some of the experiences of the United States Congress could be applied to parliaments in other countries. The possibilities are discussed with specific reference to the situation in the Netherlands. (shrink)

Feminist activist, novelist, literary critic, bio-ethnographer, legal autodidact, and political writer: Rebecca West was a 20th-century phenomenon. She was also a lifelong critic of communism’s appeal to the intelligentsia. Communism, West claimed, was attractive to three groups of intellectuals outside the Soviet bloc: a minority of scientists who viewed politics as merely a sum of technical problems to solve; the emotionally devastated for whom communism was a means of mental reorientation; and a déclassé segment of the middle class who envisaged (...) communism as a means of material and status advancement. I examine West’s three explanations for communism’s allure, and then proceed to evaluate her account. My assessment is both empirical, using sociological data on American and European communist parties, and methodological, examining the techniques of West’s style, a mix of novelistic empathy and unmasking political partisanship. This mixture I consider fatal because while the novel, like historical interpretation, allows a generous understanding of human agents, unmasking tends towards caricature and denunciation. (shrink)

Social theory draws energy not just from the concepts it articulates but also from the images it invokes. This article explores the image of the veil in social theory. Unlike the mask, which suggests a binary account of human conduct (what is covered can be uncovered), the veil summons a wide range of human experiences. Of special importance is the veil’s association with religion. In radical social thought, some writers ironize this association by “unveiling” religion as fraudulent (a move indistinguishable (...) from unmasking it.) Baron d’Holbach and Marx offer classic examples of this stratagem. But other writers, notably Du Bois and Fanon, take a more nuanced and more theoretically productive approach to both religion and the veil. Refusing to debunk religion, these authors treat the veil—symbol and material culture—as a resource to theorize about social conflict. Proceeding in three stages, I, first, contrast the meanings of mask and unmasking with more supple veil imagery; second, identify anti-religious unveiling that is tantamount to unmasking; and, third, examine social theories of the veil that clarify the stakes of social adversity and political struggle. CASUS is an authoring system, which should enable physicians to produce problem-based computer learning programs with minimal technical effort and give them sound instructional support. The theoretical background of CASUS are constructivist approaches to learning and instruction, which deal mainly with the question, how to design problem-based learning environments. The paper presents the constructivist concept of CASUS and results of a forma-tive evaluation. Four authors were observed and interviewed while developing a learning case with CASUS. The evaluation pursued mainly the (...) question of which difficulties arise while producing a case with CASUS and which measures are necessary in order to improve the authoring system. Results show that with regard to technical aspects physicians can produce learning cases even without any special prior knowledge. There were far more problems with instructional aspects of the production of cases. Most of these difficulties were very specific to the content of the cases. Therefore, it seems that an appropriate way to design learning cases with high quality, is a cooperation between some authors with different expertise. (shrink)

The well known Monty Hall-problem has a clear solution if one deals with a long enough series of individual games. However, the situation is different if one switches to probabilities in a single case. This paper presents an argument for Monty Hall situations with two players (not just one, as is usual). It leads to a quite general conclusion: One cannot apply probabilistic considerations (for or against any of the strategies) to isolated single cases. If one does that, one cannot (...) but violate a very plausible non-arbitrariness condition and is led into a Moore-paradoxical incoherence. Even though arguments for switching are correct as applied to series of games, they don’t say anything useful about what rationality demands in a single case. (shrink)

A speaker's use of a declarative sentence in a context has two effects: it expresses a proposition and represents the speaker as knowing that proposition. This essay is about how to explain the second effect. The standard explanation is act-based. A speaker is represented as knowing because their use of the declarative in a context tokens the act-type of assertion and assertions represent knowledge in what's asserted. I propose a semantic explanation on which declaratives covertly host a "know"-parenthetical. A speaker (...) is thereby represented as knowing the proposition expressed because that is the semantic contribution of the parenthetical. I call this view parentheticalism and defend that it better explains knowledge representation than alternatives. As a consequence of outperforming assertoric explanations, parentheticalism opens the door to eliminating the act-type of assertion from linguistic theorizing. (shrink)

This article explores the use of the Multilevel Governance concept to understand why EU Member-States, such as Belgium, sometimes fail to transpose EU directives correctly or in time. Firstly, it discusses the nature and the value of the MLG concept. It is argued that a theoretical incorporation of the MLG concept in the Neo-Institutional paradigm is necessary to gain explanatory power. Secondly, an overview is presented of the Belgian implementation record. In the last part, the combined use of the MLG (...) concept and the NI theory identifies several factors to explain failing implementation. It is argued that governance as well as multilevel institutions can constrain the desired smooth implementation. Examples of such hard and soft institutions include the multi-layeredfederal structure of Belgium, the complex co-ordination and implementation mechanisms, the role of advisory bodies and the Council of State, the relation between administrations and 'cabinets', and cultural features such as knowledge of the EU. Even among critics not particularly concerned with detective fiction, Dashiell Hammett’s fourth novel, The Glass Key , is famous for carrying the so-called objective method to almost obsessive lengths: we are never told what the characters are thinking, only what they do and look like. Anyone’s decisions about anyone else’s intentions are interpretive decisions, dependent on correct presuppositions—on having the right interpretive key. The novel’s title, in part, refers to this kind of key. Ned Beaumont, the protagonist, has to decide (...) how to govern his relationship with Janet Henry; one of his major clues to her mind is a dream that she tells him, a dream that climaxes in an attempt to lock a door against an onslaught of snakes. Dream interpretation is difficult enough to begin with, and Janet Henry compounds that difficulty by telling the dream twice. In the first version, the attempt to lock the door succeeds; in the second, the key turns out to be made of glass and it shatters. Ned Beaumont, in deciding which dream to us as his key, chooses the second —but it is a choice based on an intuitive mix of experience and faith, knowledge and hunch.A reader often faces the same difficulties that Ned Beaumont does. Reading a book, too, requires us to make a choice about what key to use to unlock it, and that choice must often be based on an intuitive mix of experience and faith, knowledge and hunch. For example, as I shall show, the experience of reading certain texts—not all, but a significant number of them—is problematic because it depends in part on whether the reader has chosen, before picking them up, to approach them as popular or serious. My argument hinges on two prior claims. First, I contend that one way of defining genres is to consider them as bundles of operations which readers perform in order to recover the meanings of texts rather than as sets of features found in the texts themselves. To put this crudely but more modishly, genres can be viewed as strategies that readers use to process texts. Compulsion and Surprise Two phenomena conspire to convince people that the physical world exists independently of them. One is its recalcitrance, or insusceptibility to control. It resists and constrains our actions. Much as we might wish to do so, we cannot lift heavy boulders, walk through walls, jump rivers, breathe under water, or fly (unaided) over mountains. The other feature, which is connected to the first, is the world’s propensity to surprise us. The sights and sound, pressures and pains of (...) the world force themselves upon us in perception whether we want them to or not, and are often unexpected and surprising. An unusual bird appears in the garden, a stranger calls at the door and reveals he is a long-lost cousin, the post brings an invitation out of the blue, the car won’t start (surprises may be unpleasant as well as pleasant). These two phenomena, recalcitrance and surprise, form a large part of the platonist’s case for the existence of an independent mathematical reality. The recalcitrance of mathematical reality indeed appears to be stronger than that of the physical: the necessity with which mathematical results follow from assumptions is stricter than the physical necessity by which a wall resists attempts to walk through it. The Platonic tradition in Western philosophy is not just one of many equally central traditions. It is so much THE central one that the very existence and survival of Western civilization depends on it. It is like the Confucian tradition in Chinese culture, or the monotheistic tradition in religion, or the human rights tradition in politics. In the first of his eight lectures, Peter Kreeft defines Platonism and its "Big Idea," the idea of a transcendent reality that the history (...) of philosophy has labeled "Platonic Ideas" or Platonic Forms. In the second lecture, he briefly explores Plato's two basic predecessors or sources, myth and Socrates; and then looks at 12 applications of the Forms in Plato's own dialogues. The third lecture covers the three most important modifications or additions to Plato himself in the Platonic tradition: Aristotle, Plotinus, and Augustine, each of whom gave the Forms a new metaphysical address. From its very beginning, Pope Francis’s Petrine ministry has been full of surprises and he has been a man of contradictions. He has given hope to many, Christians, other believers, and secular humanists, especially with his pastoral approach of mercy, but he has also met with fierce opposition, even among the upper echelon of the hierarchy, some of whom have publicly attacked his orthodoxy and called for his resignation. In his teachings on evangelization, marriage and sexuality, ecology, and social friendship, (...) Francis has opened new paths and challenged the church to make visible the merciful face of God to the world.On interreligious dialogue, the pope, as to be expected, has largely reiterated the teachings of Vatican II and so far has not issued an apostolic exhortation or encyclical on the subject. Consistent with his pastoral outlook he has emphasized the socio-political and cultural aspects of interreligious dialogue and has largely avoided still controverted doctrinal issues. On the other hand, his friendship with many non-Christian leaders and his several obiter dicta have enlarged the interreligious horizon and opened the door for further explorations in the theology of religion and the scope of the interreligious encounter. His explicit acknowledgment of non-Christian religions as “channels” of the Holy Spirit hints at their role as ways of salvation not only for their adherents but also in certain ways for Christians. Furthermore, the four principles of Francisian metaphysics suggest novel and effective ways of conducting interreligious dialogue. (shrink)

The brain displays both the anatomical features of a vast amount of interconnected topological mappings as well as the functional features of a nonlinear, metastable system at the edge of chaos, equipped with a phase space where mental random walks tend towards lower energetic basins. Nevertheless, with the exception of some advanced neuro-anatomic descriptions and present-day connectomic research, very few studies have been addressing the topological path of a brain embedded or embodied in its external and internal environment. Herein, by (...) using new formal tools derived from algebraic topology, we provide an account of the metastable brain, based on the neuro-scientific model of Operational Architectonics of brain-mind functioning. We introduce a “topodynamic” description that shows how the relationships among the countless intertwined spatio-temporal levels of brain functioning can be assessed in terms of projections and mappings that take place on abstract structures, equipped with different dimensions, curvatures and energetic constraints. Such a topodynamical approach, apart from providing a biologically plausible model of brain function that can be operationalized, is also able to tackle the issue of a long-standing dichotomy: it throws indeed a bridge between the subjective, immediate datum of the naïve complex of sensations and mentations and the objective, quantitative, data extracted from experimental neuro-scientific procedures. Importantly, it opens the door to a series of new predictions and future directions of advancement for neuroscientific research. (shrink)

This research examined choice behaviour and probability judgement in a counterintuitive reasoning problem called the Monty Hall problem (MHP). In Experiments 1 and 2 we examined whether learning from a simulated card game similar to the MHP affected how people solved the MHP. Results indicated that the experience with the card game affected participants' choice behaviour, in that participants selected to switch in the MHP. However, it did not affect their understanding of the objective probabilities. This suggests that there is (...) dissociation between implicit knowledge gained from the task and the explicit understanding as to why switching was the best strategy. In Experiment 3, the number of prizes and doors were manipulated to examine how participants construed the problem space of the MHP. Results revealed that participants partition the probability judgement to reflect the number of prizes over the number of unopened doors. (shrink)

This article investigates the distribution of power in Poland’s drug reimbursement policy in the early 2000s. We examine competing theoretical expectations suggested by neopluralism, historical institutionalism, corporate domination, and clique theory of the post-communist state, using data from a purposive sample of 109 semi-structured interviews and documentary sources. We have four concrete findings. First, we uncovered rapid growth in budgetary spending on expensive drugs for narrow groups of patients. Second, to achieve these favorable policy outcomes drug companies employed two prevalent (...) methods of lobbying: informal persuasion of key members of local cliques and endorsements expressed by patient organizations acting as seemingly independent “third parties.” Third, medical experts were co-opted by multinational drug companies because they relied on these firms for scientific and financial resources that were crucial for their professional success. Finally, there was one-way social mobility from the state to the pharmaceutical sector, not the “revolving door” pattern familiar from advanced capitalist countries, with deleterious consequences for state capacity. Overall, the data best supported a combination of corporate domination and clique theory: drug reimbursement in Poland was dominated by Western multinationals in collaboration with domestically based cliques. Though Helmuth Plessner (1892-1985) elaborated his philosophical anthropology independently of the classical pragmatisms, there are many parallels with them. He combined a phenomenology of living beings (a parallel with William James) with a semiotic reconstruction (a parallel with Charles Sanders Peirce) of what we are already using whenever we specify living beings, among them ourselves as human living beings in nature, culture, and society. In Plessner’s distinction between having a body (Körperhaben) and being (or living) a body (Leibsein), there is (...) a parallel with George Herbert Mead’s “Me” (taking over the perspective of others) and “I” (spontaneous actions/reactions of an organism in a situation). Dewey and Plessner elaborated a public procedure for overcoming the old dualism of matter and idea in a process of learning better habits. Their historical conceptions of communication involve the primacy of interactions on three levels (discursive, conscious, pre-conscious living). Facing the plasticity of human conduct, both approaches open the door to a pluralistic self-understanding that includes value-conflicts and that therefore needs civilized forms to solve such conflicts. With regard to the limits of human conduct, Plessner proposed a phenomenology (of laughing and crying) that seems to have no equivalent in pragmatism. (shrink)

Given the plethora of books on nearly every aspect of Hannah Arendt’s work since the collapse of communism in 1989, it is often difficult to sort through the growing amount of secondary literature about her. The Anthem Companion to Hannah Arendt is neither an overview nor critical introduction to her ideas. Rather this timely volume offers a perspective on her work from within the very discipline that she held is such low esteem – sociology. Skilfully edited by Peter (...) class='Hi'>Baehr and Philip Walsh, The Anthem Companion to Hannah Arendt offers a refreshing focus on the connection between her work and ‘fundamental sociological problems’ (p. 2). Divided into two parts, authors in Part I address books written by Arendt germane to sociology: The Origins of Totalitarianism, The Human Condition, Eichmann in Jerusalem, On Revolution and The Life of the Mind. Part II reflects on selected themes within her work and draws from a wider range of publications including her early book review of Karl Mannheim’s Ideology and Utopia, On Violence and Responsibility and Judgment. Peter Baehr, Katelin Albert, Eleanore Townsley and Neil Gross raise a variety of issues in relation to American Sociology: From Pre-Disciplinary to Post-Normal. In response, I defend the claim that the revival of sociology enrollments after the 1980s owes something to the concentration on gender issues and the feminization of sociology. I defend the claim that the response to the enrollment crisis was a rational strategy which succeeded. I also consider challenges to my depiction of the caste system (...) in American sociology against the idea that there is a continuous distribution of merit. I argue that the changes in American sociology during this period need to be understood against the larger backdrop of the transformation to post-normal science and the acceptance of openly partisan academic fields. Although I attempted to record rather than evaluate these developments, I respond to Baehr and Townsley’s attempt to discern an evaluative stance, and provide a context for this response in relation to the problem of expertise.
